In practice, work on the definition of a common methodology for assessing the impacts of ITS on CO2 emissions did not start with the ECOSTAND project. Since the impact of ITS on energy efficiency and CO2 emissions has a global perspective three bilateral agreements have been reached between Japan, the USA and the EU:
The ECOSTAND project was established to unify these bilateral activities and to enhance trilateral co-operation in working towards standardisation. ECOSTAND will serve as a platform for the continuation and expansion of the EU-US collaboration, and effectively replace the EC-METI Task Force.
